Court finds that the teacher’s professional discipline regime can act retrospectively

Can the professional discipline regime under the Education Act 2011 which allows the Secretary of State for Education, through powers delegated to the National College for Teaching and Leadership, to make a Prohibition of Teaching Order, be exercised in respect of misconduct that took place prior regime occurring, thereby allowing the regime to work retrospectively.
